Apply Online — Official CSC Portal
Updated November 2, 2026
There is no file to download here, and that is on purpose. The CSC online application is not an app and it is not a form you download from a guide site. You file on the official OCSEAS portal, where the system builds your CS Form No. 100 from the answers you type in. Anyone offering you a "CSC application download" as a file from a third-party site is offering the wrong thing.

Open WebsiteWhere filing actually happens
Click through from this page and you land on ocseas.csc.gov.ph, the Online Civil Service Examination Application System. That is where Region I and Region IV applicants create an account, book a slot for the March 14, 2027 exam, fill out the form, and upload their documents. Registration opened November 2, 2026 and slots are first-come, first-served, so do not sit on it.
If your region files through CSC eServe instead — Regions II, III, V, VI, VIII, IX, XI, NCR and BARMM — go to services.csc.gov.ph after landing on the official CSC site, and Caraga applicants use the Lingkod Bayani Kiosk. The homepage explains which website your region uses for the CSC online application in full.
What you can download inside OCSEAS
Two things live inside the official system. The first is the Certificate of Consent, which you download during the application steps, print, sign, and upload again as a signed copy. The second is your generated application form, which you print on legal-size paper and bring to your personal appearance with your original ID, four passport-size photos, and the ₱500 fee.
Before you click
- Use an email address you open every day. Your activation link and your "For Payment" notice go there.
- Remember the one-account rule. One person, one OCSEAS account, ever.
- Have clear scans of your ID ready, and add your PSA birth certificate if your ID lacks your birth date or middle name.
- Type the address yourself when you visit later: ocseas.csc.gov.ph. Wrong spellings land on wrong pages.
Ready? Head to the official portal from this page, create your account, and work through the steps while slots in your testing center are still open.
