You file online first, then you appear in person once to show your documents and pay the ₱500 exam fee. The Civil Service Commission released 352,391 slots across 98 testing centers, and slots go first-come, first-served. When your center fills up, filing closes for that center. Which website does your region use?

The CSC does not use one website for the whole country. For the March 2027 exam there are three official ways to file, and your region decides which one is yours. This is set out in CSC Examination Announcement No. 07, s. 2026.

OCSEAS at ocseas.csc.gov.ph is the Online Civil Service Examination Application System. It serves Region I (Ilocos) and Region IV (CALABARZON and MIMAROPA), plus any other region your regional office assigns to it.

CSC eServe at services.csc.gov.ph serves Regions II, III, V, VI, VIII, IX, XI, NCR and BARMM. You book your appointment there and the system generates your application form.

Lingkod Bayani Kiosk serves Caraga applicants, per the regional announcement.

Both OCSEAS and eServe are official. Using the wrong portal for your region wastes days, so check your CSC Regional Office announcement first if you are unsure. If you plan to file through OCSEAS, our page on the official OCSEAS application portal shows you where the filing actually happens.

How to apply online, step by step

  1. Create your account. Go to ocseas.csc.gov.ph and sign up with an active email address. One person, one account. Never create a second account if you forget your password. Use password recovery instead.
  2. Activate the account. The system emails you an activation link. Click it. No email? Check your spam folder first. On opening days the email can arrive late.
  3. Log in and update your profile. Read every field twice. OCSEAS lets you update your profile only once, so a wrong birth date or a misspelled name will follow you to exam day.
  4. Choose your exam level and testing center. Your dashboard shows open slots for Professional and Subprofessional per testing center. Click PROCEED next to the one you want. Popular centers fill within days, sometimes hours.
  5. Fill out the online form. This is CS Form No. 100 (Revised 2023), filled in on screen. The system generates your printed form from your answers.
  6. Choose your CSC office and upload your documents. Pick the Regional or Field Office where you will appear in person, then upload clear scans, including the signed Certificate of Consent you can download inside OCSEAS.
  7. Wait for the evaluation. CSC staff check your documents. Watch your account and your email. When you are approved, your status changes to "For Payment".
  8. Book your appearance within 48 hours. Once you are For Payment, you have 48 hours to pick your appearance date. Miss that window and you can lose the slot.
  9. Appear in person and pay ₱500. Bring your printed form, your original valid ID, four passport-size photos, and the signed consent. This visit completes your application.
  10. Get your ONSA. Before exam day you receive your Online Notice of School Assignment. It names your school and room for March 14, 2027.

That full walkthrough is also laid out in our post on how to apply for the Civil Service Exam online, with the common traps flagged at each step.

Requirements

Prepare these before you file. Having them ready is the difference between a 20-minute application and a lost slot.

  • CS Form No. 100 (Revised 2023), generated by OCSEAS or eServe when you apply online. For paper filing, print it on legal-size paper.
  • Four identical passport-size photos, taken within the last three months, with a hand-held name tag showing your handwritten signature over your printed full name. Computer-generated name tags are not accepted. This photo rule rejects more applications than any other.
  • One valid ID, original and photocopy. A Philippine passport, driver's license, PRC license, UMID, or PhilSys national ID all work.
  • PSA birth certificate, original and photocopy, only if your ID does not show your date of birth or middle name.
  • Signed Certificate of Consent, downloadable inside OCSEAS.
  • ₱500 examination fee, paid in person, not online.

Our deep dive on CSC exam requirements, photos and valid IDs explains each item and why photos get rejected so often.

Who can apply?

You can file if you are a Filipino citizen, at least 18 years old on the date you file, and of good moral character. You must not have been convicted by final judgment of an offense involving moral turpitude, and you must not have been dishonorably discharged from the military or dismissed for cause from a government job. You also cannot have passed the same exam level before.

Watch the 3-month rule too. For the March 2027 exam, you must not have taken the same level from December 14, 2026 to March 13, 2027.

There is no educational attainment requirement. High school graduates and college graduates can both take the exam. Your schooling does not disqualify you.

Professional or Subprofessional?

Professional eligibility covers first-level and second-level government positions, including clerical, technical and executive-track jobs. Most applicants take this level. Subprofessional covers first-level positions, mostly clerical and custodial work, and the exam focuses more on clerical ability, spelling and basic operations. You cannot take both levels in one exam, so pick the level that matches the jobs you actually want.

Schedule and results

The March exam is on March 14, 2027, with results targeted for May 11, 2027. If you miss these slots, the next exam is August 8, 2027, and filing opens May 10, 2027, with results targeted for October 5, 2027. You check your rating through OCSERGS, the CSC results system, and the passing general rating is 80.00. Our post on the Civil Service Exam 2027 schedule and results covers both exam dates and what happens on results day.

Mistakes that cost people their slot

  • Applying on the wrong portal for your region.
  • Making two OCSEAS accounts instead of recovering the first one.
  • Photos with no hand-held name tag, old photos, or a computer-printed name tag.
  • Missing the 48-hour window after the "For Payment" status appears.
  • Waiting for a fixed deadline. There is none. Filing ends when slots fill.
  • Typing the portal address wrong. The real addresses are ocseas.csc.gov.ph and services.csc.gov.ph.

Start today if you can. Get your photos done right, have your ID and scans ready, and file while your preferred center still has slots. That is really all there is to it: file online, appear once, pay ₱500, and wait for your ONSA.
